These are TMPL resources to be installed in your 
“ResEdit Preferences” file. They allow your copy of 
ResEdit™ to make some (but not complete) sense of 
the following resource types (used by the Help 
Manager) :

hmnu -  Help Balloon Resource for Menus
hdlg -  Help Balloon Resource for Dialogs
hrct -  Help Balloon Rectangle List
hovr -  Help Balloon Override List
hfdr -  Help Balloon Resource for Finder Icons

These resource editors (or more precisely, templates)
are based on information contained in the document
